Matt practices local government law representing special districts, business improvement districts and intergovernmental authorities. In addition, Matt represents developers, builders and investors in performing special district due diligence research related to prospective property purchases and formation of special districts. The primary focus of Matt’s practice is to assist governments, homeowners, developers, builders and investors in utilizing special districts and other public entities to provide for the financing, construction, management and operation of public improvements, facilities and services, through the formation and use of special districts, general and local improvement districts, business improvement districts, and intergovernmental authorities. Matt has a broad range of clients, from mature special districts that have homeowner controlled boards to special districts still in the earlier stages that have developer representatives on the boards.
