Although special districts are the predominant form of special taxing district in Colorado, there are many others which can serve as the means to provide public improvements and services to existing and newly-developed communities in Colorado – and the team at CEGR Law has experience with almost all of them. Our experience includes working with and/or representing urban renewal authorities, general improvement districts, business improvement districts, special improvement districts, subdistricts and TABOR enterprises. We assist clients with establishing sales taxes, public improvement fees to be imposed on retail sales transactions and with the creation of payments in lieu of taxes (PILOTs) for properties which are served by (but outside of the boundaries of) taxing districts.
